Unlocking the Quest
Before you can even think about snapping the perfect picture, you need to unlock the quest itself. Forced Perspective: Ship in a Bottle becomes available after you complete Forced Perspective: Capturing the Thief. That quest, in turn, opens up once you finish Forced Perspective: Caged Bird. All three are set in Florawish, so they chain together quite naturally if you have been following the local random quests.
After completing Capturing the Thief, look for Toscani. He is standing on the second floor of Flora Wharf in Florawish. I found him without too much trouble, but if you are like me and sometimes miss vertical spaces, check the upper walkway rather than the ground level.
Finding the Right Spot
After talking to Toscani, turn your attention southward. You should see a glass bottle perched on top of a railing. To the west of that bottle, there is a sailboat sitting out on the water. The trick is to frame the boat so it looks like it is trapped inside the bottle. Doesn't that sound easier said than done?
I initially tried to line things up from the middle of the wharf, and the camera simply would not cooperate. The secret is to get close to the railing and use the bottle as your foreground while the distant boat becomes the illusion.
Taking the Photo
Once you know where to stand, the rest is all about small adjustments. Follow these steps carefully:

Position Nikki so she is just to the right of the glass bottle and pressed against the railing.

Turn toward the boat in the water, then open the Ability Wheel and select the camera.
